Troy A. Carter is an elected United States House of Representatives member from Louisiana's 2nd Congressional District. He is from New Orleans, LA, and was born on October 26th, 1963. Carter is a husband to his wife, Ana Carter, of the United States Army and father to his two sons, Troy Jr. and Joshua. He graduated from O. Walker Perry High School and continued his education at multiple universities. As of now, Troy is still a member of our congress.
Carter is part of the democratic party. He advocates for criminal justice reform, women's health care, civil rights, the LGBTQIA+ community, and environmental justice reform. He wants to use his position in congress to make improvements for the community. He now serves as 2nd Vice President of the Congressional Black Caucus. His mission is to fight for African Americans and other minority communities in the United States to have the opportunity to achieve the American Dream.
Before becoming a congressional representative, Troy attended Xavier University, earning a bachelor's degree in Political Science and a Master of Science degree in Management from the University of Holy Cross. Troy enjoyed improving himself academically and decided to also study at Harvard's JFK School of Government and Carnegie Mellon's School of Urban and Public Affairs. After completing his education, He began his career as a Senior Aide, working alongside Mayor Sidney.
In 1991, He became the first African American to be elected to the Louisiana House of Representatives. He is an excellent addition to the Democratic party and contributes significantly to making changes to our country. In 1994, Carter was elected to the New Orleans City Council, representing District C. District C includes Algiers and the historic French Quarter. Shortly after this, Carter took some time away from the public office. After his break, Carter was elected to the State Senate for Louisiana's 7th District. He served as Senate Minority Leader and Caucus Chair. As a Legislator, he authored, co-sponsored, and passed hundreds of bills.
In 2023, Carter is still making changes to make dreams come true for millions of Americans. He has been a member of Louisiana's 2nd Congressional District since 2016 and will continue being part of congress and staying faithful to his duty to the community. His recent contribution to the community is his small business advocacy improvements act passed by the house. I’m excited to see more changes coming soon!
